Remove the ESMMODD service with $ TCPIP SET NOSERVICE ESMMODD

Modify or replace the ESMTCP_SETUP.COM so that the highest version includes the 
/FLAG=LISTEN qualifier.  You also need to make sure that there are no copies of 
this file in SYS$SYSROOT. 

Execute the ESM_STARTUP command file. 

Verify that the ESMMODD service is Enabled with $ TCPIP SHOW SERVICE
